Combating the Opioid Crisis

In far Southwest Virginia, the opioid epidemic has never been an abstract policy issue. It has hit the small towns and tight-knit communities Todd has called home his entire life harder than almost anywhere in the country. He refused to accept it as something the region simply had to live with. That is why, since its establishment in 2021, Todd has served as the Chairman of the Virginia Opioid Abatement Authority’s Board of Directors, ensuring that the Commonwealth’s opioid settlement funds would actually reach the people and places that need them most. Under his leadership, the Authority has awarded more than $150 million to cities, counties, and state agencies for prevention, treatment, and recovery. For Todd, this fight is personal, and it remains one of the issues he works hardest on every single day.

2026 OAA Awards Granted

In June 2026, the Virginia Opioid Abatement Authority approved more than $35.2 million in new opioid-settlement grants for Fiscal Year 2027, its largest award round to date. The funding supports 150 projects in cities and counties statewide, including prevention and youth programs, medication-assisted and residential treatment, recovery housing and recovery courts, mobile outreach, harm reduction, peer support, and workforce initiatives. With this round, the Authority has now awarded over $150 million to localities and state agencies since its creation in 2021.
